The Integrated Waste Management Board can help you with info on the ca.gov site.

It's more than that. Some states have their own guidelines about what's gren. Some don';t seem to have any. I know I used to follow that stuff.

The answer is there is no set answer, some say it means the building saves energy in the long run, some say it means limiting use to organic materials, some say it's recyled materials used only but MOST say it's a combination of all these. Go and figure...just don't get the government involved in what it should be to be "green". My opinion.
Remember it's not just the building but the surrounding environment and how it is impacted that impacts the "green" definition. I'm not a full flung environmentalist but some of the things that are prosed seem to be good. Especially if buildings are near wetlands.

But it may be a hassle......more expensive to be 100% "green"
