I'm glad that we live in a country where government regulation ensures the safety of people in buildings. (There was a time when there were no fire exit doors in the back of theaters.) But, while we are safer, I was wondering if anyone has ever found the beuracarcy to be choking growth and progress?

Yes, it's a two-sided sword. Non one wants too much government control, but it's good to have standards that set the bar high and help encourage the development of better quality innovations.
